Promotional INLINE BAR

This promotional element is generally used at the top of a page under a banner. The element is built to overlap the banner slightly to add depth, but can also be used at the bottom of the page as a call to action. It includes the new text style options, button options, and color options. It's built with two text columns, but the second column can be removed to just have one, and the text will adjust to fill the space.
